When in Allow text placement mode the single text toolbar 

is shown when you click on a text field (Tag or User text)

You can align the text, change the font and 

size the object to fit the text

When you have selected a symbol then the double text toolbar 

appears. You have to choose whether to apply the changes to

 the Tag or the User text.
